Have you looked inside the book? It looks as though it could be a wholesale catalog from a mail-order clothing company- if someone in a small town wanted a new suit, measurements could be taken by a storekeeper, sent to the Royal Tailors, the suit made up and mailed. But that is just judging the book by its cover. Perhaps you should open it and find out.
