It says he was making 10000 rubles per month and paid 300 rubles monthly as a party fee.

A normal worker's salary varied from 700 to 3000 rubles, miner's was up to 8000. Minister's was around 5000 and professor or academic could make more than 10000.

But that's only the salary, his main source of income was authors fees since he was a widely printed author in many countries. I can't find the exact info about those fees, but here is a fact about how he spent that money: Stalin's Award for scientists, artists, and inventors. Every year he paid 29 first prizes of 100000 rubles each, 25 second prizes of 50000 rubles and 40 third prizes of 25000 rubles, which means that Stalin spent a grand total of 5150000 rubles every year as money prizes for his award.

After his death relatives received an access to his savings account with 30000 rubles on it, that was enough to buy 2 cars at the time.
