Are there any modern historians who have used qualitative measures to identify cycles of change in societies?

Could you clarify? I'm not sure I understand the question. What you're asking seems to be what the vast majority of historians do. Historians, with few exceptions, are interested in tracing change over time through qualitative methodologies. There have been and are some historians who use quantitative methodologies (this was most popular in the 1970s), but they're very few.
