'A People's History of the United States', published in 1980, offers a socialist perspective on American history. How was it received in the Soviet Union/Communist Bloc?

I don't want to claim this as a definitive answer, but from what I can glean from this article on the history of teaching US history in Russia, People's History was translated into Russian in 2006 - sponsored by the Bureau of Educational and Cultural Affairs at the US Embassy.

The specific context of the 2000s might lie outside of the limits of the 20 year rule, but that article notes that access to American historical sources of any kind was severely limited during the Cold War (Zinn may have been a socialist but the book was less than effusive in its praise for the USSR), and what American studies was permitted tended to focus on specifically socio-economic issues.

Translations of American histories into Russian only really began to take off in the early 1990s, and at that point the bigger issue (first from economic difficulties, then from disillusionment with the US) was to get Russian students engaged at all with American history, hence the willingness of the US government to pay for the translation of a critical history of it.
