Miles Moreland in his book "Cobra in the bathtub" argues that it did great harm by having people think of Africa as a single entity rather than 50 or so individual countries that make it up with distinct geographies, people, histories and issues which has resulted in "solutions" which are not focused on specific issues but on general idea of "African-ness" and therefore either unequal in effect or completely ineffectual (much like applying the same "solutions" to Germany and Albania or New York and Arkansas and assuming that they must equally apply because both countries are in Europe / USA).
However given his writings are anecdotal, I will submit myself to the Mod Gods for judgement.
