Why does George Washington consistently poll low on C-Span's "Presidential Historians Survey" regarding "Economic Management?"

This is for a school assignment but I believe it is compliant with the rules regarding homework. I am not completely familiar with the details of Washington's presidency so forgive me if anything I say is inaccurate. Washington scored relatively high on C-Span's Presidential Historians Survey but the area I was assigned was economic management in which he earned an 84%, his third lowest. I've got the meat and potatoes (he established the department of treasury, executed the first financial bailout in US history [through Alexander Hamilton]), etc. but I feel I have to be missing something for his score to be so low. What are some other highlights of his economic management during his presidency, what are some sources I could peruse through to support my findings, what major events/policies made this score so low? Thank you.

Edit: I think I've misinterpreted the data. Although he received an 84 it was the highest score given to any president for the category. Sources to aid in my research would still be greatly appreciated.
