They are the same thing in most ways because Tımar is the contuniation of İkta.

The only difference is that İkta was given to the government officers, who trained soldiers. It could be hereditary. Tımar was given to the Sipahis, soldiers who trained soldiers and protected the area. It was not hereditary because of the fear of feodalism so it rotated every 3 to 10 years.
