Our idea of the imperial army has them in very uniform equipment. Who made the armor/weapons/shields for the legionnaires? Was there some kind of 'government contract' or were the manufactures state-owned?
They were usually made “locally” within their operational area by artisans who followed the legions on campaign. This was of course dependent on the availability of materials, especially metals and ore.
