In movies, television, and from just a common knowledge of the culture- people were CONSTANTLY smoking all sorts of tobacco products in offices. Did the offices always smell like stale tobacco? Did anyone care?

Why stale? Perhaps if it was a lower class establishment full of people smoking the cheapest cigarettes. I'd suspect the haunts of the middle and upper classes would be perfumed with the aroma of higher grade tobacco.
