Napoleon did rule France twice, though the separation between his reigns wasn't terribly long.
After the end of the War of the Sixth Coalition in 1814, Napoleon was deposed and exiled to the island of Elba off the coast of Italy. The Bourbon kings were reinstated in France and everyone hoped things would get back to normal.
This lasted about 10 months as the following February, Napoleon escaped Elba, returned to France and declared himself Emperor again. This began what is now known as The Hundred Days, culminating in the Battle of Waterloo and Napoleon being sent into exile again. This time they put him on St Helena in the middle of the Atlantic, as far from anywhere as could be managed. Just to make sure he didn't cause any more trouble.
