I mean, I don't know about film, but using propaganda to influence large populations to back a war effort has happened pretty much since the beginning of time. I know the British and American media heavily utilized propaganda against the Germans to influence public opinion into entering WW1. The German army killed a bunch of civilians when it invaded neutral Belgium. They committed many atrocities, but the British and American media BLEW UP those stories. Media had a huuuge part in swaying public opinion in both countries into entering WW1.
Hitler and other members of the Nazi party realized that good PR and media influence was some shit that worked against them in the first war and they could utilize it. Personally, I think it's so iconic because it was so efficient, well executed and systematically distributed to the population directly from the government in a way that never had been before.
