Sort of. The United Nations Charter was agreed at a conference in San Francisco, and so the planners of the future United Nations envisioned that the site of future UNHQ might be at the nearby Strawberry Point. However, shortly thereafter the Rockefeller family donated land in New York’s midtown east to the project that would eventually become UNHQ.
