Based on Herodotus and Pseudo-Aristotle it appears Persia proper and the twenty-odd vassal satrapies were taxed in different manners. Satrapies had fixed taxes paid in gold on apparently an arable land basis (which I would think is almost equivalent to a poll tax) in addition to various taxes on property, livestock and commercial activity, plus regional variations.
