Stalin discussed the New Deal with H. G. Wells when they met in 1934, and gave his opinions about it at some length. Wells posited that the US was developing a type of "socialism", and that it might serve as an alternative to Soviet-style socialism, and Stalin explained that Roosevelt's reforms weren't really changing much at all in terms of the essence of capitalism - only restricting some of its excesses, and that such solutions were inherently temporary and unstable because, in a capitalist system, you can only go so far in restraining the freedom and activities of the capitalist class; they will inevitably push back and undo any reforms that they don't consider to be in their interests, and they will succeed because they hold the real power in a capitalist society.
