Why was the 18th amendment (prohibition) an amendment and not a regular law?

I’ve always thought it was strange. Banning a drug seems like something that should be a law and not a constitutional amendment, and I was wondering why banning alcohol was the latter.

Individual states had already banned alcohol, but the federal government passed an amendment to make illegal across the United States, so they could enforce it federally, instead of at the state level.
