In All Quiet on the Western Front, there was a "mad scientist" doctor who used wounded soldiers as test subjects. Is this based on any real person?

If not, was it based on a dramatization of real events, a common trope among soldiers, or some other source?

To be more specific OP is referring to a doctor in the book who looked for wounded patients that were also flat-footed, then would ask or coerce them into allowing him to "fix" their flat-footedness by breaking the bones of their arches and re-aligning them or some such.
