When did slapping or knocking on the desk get replaced with clapping in congress or parliament?

If you are speaking about parliament generally then the UK parliament do not allow clapping. Not really answering your question but while you wait...

56 new SNP MPs were scolded when they broke into applause to support their leaders rebuttal in Westminster parliament.

Mr Bercow the speaker of the house; "May I say at the start of the Parliament, that the convention that we do not clap in this Chamber is very, very long established and widely respected, and it would be appreciated if Members showed some respect for that convention."

The rules are laid out in the Parliamentary etiquette bible Erskine May, which says: "Members must not disturb a Member who is speaking by hissing, chanting, clapping, booing, exclamations or other interruption."

But since the 17th century members will call "hear hear" after someone has spoken to support their view. Hear hear is a shortened version of "hear him, hear him"
