That isn't at all what these documents say... If they actually did say Hitler survived, then you can be assured they wouldn't be seeing the light of day, or at the very least would be huge news. These, and other files (the FBI has a similar one available on their website), are based on tips from people who thought that Hitler survived and thought that they had seen them. There are tons of files like these, which place him all over the globe and in a variety of contradictory situations. None were ever substantiated and neither the CIA, the FBI, nor any other similar organization ever came to the conclusion that he survived, which of course he didn't, as covered here.
