No, no one can, because we don't have it. We know about the CA from Dio 78.9 and Dig. 1.5.17. A fragmentary papyrus, PGiss. 40, may contain a Greek version of the CA, but that is very much debated, as is to what degree, if any, the fragment of Ulpian in the Digest preserves the wording of the actual edict itself.
