How did Pictish Nobility work?
In particular, I'm looking for the following titles -
A landholding (like an estate), the direct word for it in "Pictish"
A shire
then for noble titles:
High King
King
Prince
Regional Leader (earl)
Landholder (Thegn)
Mayor
Household Troop (Teulu, Hearthguard, Huskarl)
Police
Warrior
Peasant

Hello, I’m sure there will be somebody will far more knowledgable than myself will be able to come along and give a more more helpful answer than myself, but I thought I would help you as far as I could.
So generally I believe there is very little evidence which remains of the Pictish language outside of some vague references by outside observers, and what scholars can figure from place names, etc.
Therefore, with the lack of writings, there is no Rosetta Stone type evidence available from which translation can be conducted, or dictionaries produced.
Although I may be corrected, I would suggest that as a result it is unfortunately quite unlikely that you will be able to find translations for the words you’re looking for.
Further, for much the same reason little is known about the precise details of Pictish society, as Pictish language and culture was slowly replaced by Gaelic over several centuries to a point at which it became extinct.
And beyond that point, several of the words you have asked about are ones which I believe you have asked are taken from an English/Anglo-Saxon/Germanic perspective, and as such there is quite possibly no direct comparison for such terms within a different socio-linguistic context.
