I've heard the term Byzantine Bureaucracy tossed around frequently and so I'm curious what the actual bureaucracy was like. Was it really as cumbersome as people describe it to be?
It was highly developed and elaborate - an inheritance of the Hellenistic kingdoms of the East and of Rome.
Depending on the era and what the times demanded, an elaborate bureaucracy could be considered either highly efficient and effective, or cumbersome and complicated.
