Why do you never see people smiling in older photographs in the late 19th and early 20th century?

As there are fashions now, there were fashions then. Also, taking a photo at that time wasn’t just a click of a button. Focusing took a while and subjects had to stay perfectly still in order to capture the image. A trembling lip could blur a face. When you see old photos with a bit of blur to them this is usually why. Photos of babies and children will often have this effect since it can be difficult to keep them still.
