Need help identifying this old military mascot found with my papa's stuff

My aunt found it while looking through some old photos/items. He was in both the navy and the army in the 50s-60s, and was stationed in Germany in the 60s. The back says that it was the mascot at his old post, but as I understand it's pretty vague as to what he's referring to. Any help identifying this would be really appreciated!

Edited to add more info: He most likely was a radio operator in both the navy and army and this would have been from around 1960-1961.

It certainly looks American, but it may be useful if you mention which country he was serving. ;)

Other things that may help someone locate the badge are your papa's name and any other service details you have about him, such as his service number, when and where he went through training, a photo of him in uniform (as there will likely be unit specific information that can be gleaned from his beret, stable belt, buttons, etc), and any other tours of duty he was known to have taken part in.
