Did the Soviet Union have fantasy literature?

An oft repeated dichotomy online is that science fiction is progressive while fantasy literature is reactionary. Considering the widespread popularity of fantasy literature in the west after the publication of Tolkien's books, was there a parallel movement in the USSR? Or did the supposedly reactionary nature of the genre cause it to fall out of favor with the state?
