I am looking for help on this specific ancient document 東漢會要 or the Eastern Han's Compilation of Important Matters (roughly translated) , most specifically on Ch 19 Government Posting Number One - Ch 31 Economics. These relate to the historical institution of the Eastern Han empire's bureaucracy and governance. I already have Yang Lien-sheng's paper on the Han institution.
Does anyone know any other scholars working on something similar in English? Or any sources on the government institution of the period?

if anyone would have information for you, it would be Dr. Rafe de Crespigny. I've exchanged emails with him on a number of Han subjects. He is THE authoritative Western academic in my opinion (and the opinion of many in the field) on things Han. i would recommend looking through his catalog of books.
