The event is a historical phenomenon at the end of the 18th century in which men stopped using brilliant or refined forms in their dress, and as well as accessories and hair styles, forgoing either long grown hair or wigs in favor of short cropped hair. There are various said reasons for this, with events such as the american and french revolutions said to have made this according to what I have read.

I am really not sure how to ask this question, so here it all is.

I'm not sure but from your title I think you're asking how non-european cultures were influenced by this shift in fashion trends? It would be good to narrow that down too, because the way North America was influenced by 19th C. European fashion is different than how Japan or sub Saharan Africa was.
