Why did the Japanese treated Prisoners of War more humanely pre World War II compared to World War II where prisoners were starved and tortured ?

I don’t know too many reasons as to why except that it may have been thought that hearing these horror stories would discourage the enemies of japan from fighting in the war, as well as to strike fear into the fighters
