Sure. The idea of the H-bomb was conceived of during the Manhattan Project, which developed the atomic bomb. It requires an atomic bomb to function. The same people who invented the atomic bomb, more or less, invented the hydrogen bomb, in the same places (e.g., Los Alamos). You can see the hydrogen bomb as just the extended form of the process that created the atomic bomb. It is how many of the scientists themselves saw it, for good and for ill: fear of a world with hydrogen bombs in it was one of the motivations for some of the scientists to drop the atomic bomb, on the hope that it would scare the world enough that they might be able to put these kinds of arms behind them. It didn't quite work out that way, obviously.
