Romes` Strategies RE: Empire were quite subtle. They would promote/let the local elites rule via bribes like hot water and a luxury lifestyle while they took a back seat and pulled the puppets strings. Its been a proven strategy for many a year since then. If the populace rose up the Roman Army was a formidable foe but for most people life under Rome was better than what went before.
