I have in my possession a letter marked May 25th, 1917 sent (possibly) from Theodore Roosevelt to a certain Frederick Meagher (living in Vancouver Washington). The letter is five pages long and seems to be regarding President Wilson’s refusal to allow the Rough Riders to be re-assembled for WW1. Who should I contact about it?

Most obvious place would be the Theodore Roosevelt Collection at the Harvard Library:

The Library of Congress of course has his papers from his time as President. Harvard seems to have most everything else. Doubtless there's someone there in charge of it, and as they'd be familiar with the collection they'd also likely be able to verify what you've got.
Speaking as a researcher, it's also very handy for us when items like this go into collections where they can be accessed by scholars, and aren't simply auctioned off.
