German POWs in the US their treatment.

I live in NY, we had a German POW camp around this area. I've heard stories of them having tons of freedom. Like they could leave and go to the local restaurant. Supposedly the condotions were good enough that some didn't want to go home. How would this compare to how the Japanese Americans in the internment camps were treated?
