Well without access to internal documents that demonstrate a persons beliefs it’s hard to speculate on peoples thoughts, but I would assume it’s because the Kaiser didn’t advocate for violent action against the Jews. You have to remember that lots of people were antisemetic at this time, but this doesn’t mean they wanted to kill them or even attack them. You can see this with the 1938 Bains conference when delegates from 30-some nations refused to take action to help Jewish refugees. Antisemitism manifested more in inaction and refusal to acknowledge discrimination than in deliberate violent action.
