Why did the British Empire secure a 99 year lease on Hong Kong? Why not something more permanent?

I understand that 99 years might seem like forever, but I don't understand why the British imperial overlords diplomats after being on the victorious side of the Sino-Japanese War sought to secure a lease. Why not an outright annexation of the territory, like the British did in India and elsewhere?
