The question comes up here regularly. Here's a recent discussion of it with u/ManhattanThenBerlin. Simply put, because a gun has to be loaded the same way for each shot, in order to be accurate, loading for accuracy took time. Without taking that time, rifling wouldn't help a soldier. It was better to have a higher rate of inaccurate fire than slower accurate fire.
