Was there any essential difference between the Wehrmacht soldiers and the Waffen-SS or was it just an administration thing ?

To be more specific, did the soldiers of the Waffen-SS have any characteristics that made them stand apart from the regular army (like elite training for example or special units) or was it the same kind of troops used in both and the only difference was administrative ?
