How long was it until the US started to implement automobile traffic laws after the first consumer vehicles hit the road, especially in cities?

I imagine the first cars were an extreme nuisance in cities since the roads were cluttered with people and horse carriages. So was there a catalyst, like a bit accident did the US start to implement traffic laws involving cars, or was it a gradual process?
