No for a number of reasons, #1 Germany didnt rely on trade that could be harassed from ships. The only country that Germany traded with that had resources that had to be brought in by ship were Sweden, Germany could easily cut off Royal Navy ships from interfering with Sweden by invading Denmark and Norway which it did. Germany acquired it's resources from the Soviet Union, and eastern Europe.
Germany was not an empire like the UK, the UK is vulnerable to submarines because they had vast resources from the provinces they controlled such as Malaysia, India, Iraq, Africa and all over the world that had to be brought in for the UK economy.
Also the Germans used submarines because they did not have many surface ships, UK didnt have this problem as their Navy was the largest in the world. Surface ships can also be used in convoy raiding.
