Historiography is both the intellectual history of history (so a kind of chart of relationships between works of history in a field: this scholarship begat that scholarship etc.) and a sense of how particular questions or problems in a specific field have accumulated over time, hopefully in the direction of better and more sophisticated understanding of the subject area.

Philosophy or theory of history is a set of deeper questions: can we actually know in some final or testable way about the past? What's the difference between history and memory? Should we understand the past in terms of causality or some other way (e.g., Foucault's emphasis on what he called genealogy, basically: process or sequence rather than causality)? etc.

Theory of history crosses over into historiography with some frequency. Say, when you want to understand why Ranke and other German "objective" historians argued that professionalized, academic history should be driven by evidence, well, that's both theoretical/philosophical (do you agree) and descriptively historiographical (it happened in the mid-19th Century).
