Due to the sheer scale of conflict during the Warring State period, Qin (and other states) evolved the bureaucracy needed to support a large army. Logistics, military production, pay, and administration were developed to keep the armies fed, paid, clothed, and armed. Manufacturing processes for making weapons, armor, and uniforms were standardized to facilitate production.

Military research had already led to the creation of iron weapons and armor along with repeating crossbows. While the use of bows took years to master, a few hours of training could suffice for conscripts to learn how to use a crossbow. Although conscript soldiers could not match the quality of trained professionals with years of experience and training, as Joseph Stalin once observed, "Quantity has a quality all of its own." What the conscripts lacked in individual training was more than made up by numbers, organization, and unit discipline.

Warfare evolved away from individual chivalrous combat to one of maneuver, illusion, and deception. During the Warring States period, the concept of a combined arms approach to battle was used as generals used skirmishers, heavy infantry, cavalry, and bowmen to attack and destroy the enemy.

The Qin State was also a totalitarian government. Dissent was not allowed. Having unified China through conquest, the Qin set about revising history by systematically burning any books that didn't agree with their world view.

Although Qin's victory brought peace, the end of the war brought new miseries as entire villages were drafted to work on various mammoth projects such as the Great Wall and Emperor Qin's tomb with an extensive surrounding necropolis.
