I won't waste anyone's time by asking of Russian presidents like to get messed up. But I was wondering how the secret service would handle this situation. Were there formal or informal mechanisms in place to monitor or prevent this kind of behaviour?
The Arrogance Of Power: The Secret World Of Richard Nixon recounts how Richard Nixon drunkenly ordered nuclear war with North Korea.
The CIA's top Vietnam specialist, George Carver, reportedly said that in 1969, when the North Koreans shot down a US spy plane, "Nixon became incensed and ordered a tactical nuclear strike... The Joint Chiefs were alerted and asked to recommend targets, but Kissinger got on the phone to them. They agreed not to do anything until Nixon sobered up in the morning."
This wasn't drunk Nixon's only foreign policy misadventure.
LBJ was a notorious drunk as well. He'd get liquored up and drive (slowly) around the White House, Secret Service (carefully) following behind. In Party Like a President: True Tales of Inebriation, Lechery, and Mischief From the Oval Office, we read:
The President drank Cutty Sark scotch and soda out of a large white plastic foam cup. Periodically, Johnson would slow down and hold his left arm outside the car, shaking the cup and ice. A Secret Service agent would run up to the car, take the cup and go back to the station wagon. There another agent would refill it with ice, scotch, and soda as the first agent trotted behind the wagon. Then the first agent would run the refilled cup up to LBJ’s outstretched and waiting hand, as the President’s car moved slowly along.

But I can't seem to dig up any stories about him being inappropriate with alcohol, at least while President.
Truman was a big bourbon drinker, often including a shot with breakfast.
If you're noticing a pattern to the Presidents I'm calling out as heavy drinkers, good on you; all of these Presidents served between the 1940s and 1970s. You list "before 1999," so I think you realize just how much has changed; Obama drank only small quantities of beer on a regular basis, while George W. Bush and Donald Trump both completely avoid alcohol together (both having bad experiences - George personally and Donald with his brother - with the substance). These heavy-drinking Presidents served in an era when heavy drinking, particularly among white collar men, was not just common, it was expected.
