Pre-1991 based on Yugoslavia and the USSR being there, the lack of Eritrea, presence of Czechoslovakia. All of that changed in 1991-1992. East Prussia stopped being a thing around 1945, and this is definitely post-WWII. However Gaza and the West Bank are being shows as Egypt and Jordan respectively, so this could be before 1967 or the map maker just didn't keep up. At the very least it's post-partition in India/Pakistan which happened in 1947, so that right there confirms it's post-WWII even without East Prussia coming into play.

Nothing elsde really jumps out at me. I'd reckon it's around the 1950s or 1960s, with the possible exception of their interpretation of the Middle East around Israel.

edit: Duh. As u/corruptrevolutionary pointed out, Germany is reunified here so yeah, 1990 seems to be our answer. Weird that Israel is drawn that way but again you can't account for all things. Unified Yemen as u/etalasi points out.
