Compared with the ordinary farming village, the miner settlements in the High Middle Ages and the Late Middle Ages wore generally more self-governing as well as open (international) atmosphere, especially north of Alps.

Experienced German or Italian miners were invited by several local rulers across Eastern Europe, and the rulers accepted them to work under almost the same legal as well as social conditions (called 'mining laws)' that they had enjoyed in their former mines. The miners were not ordinary workmen, but a kind of freelancers, and once paying a certain proportion of mined silver (eighth or tenth), they could dispose the rest.
