Do you mean the wars of the 15th/16th centuries? "Italian Wars" can refer to a great many things, especially if you're talking to a specialist of Italy.

If that is indeed what you mean, Abulafia has a particularly good collection of articles on the French: https://www.jstor.org/stable/pdf/40108095.pdf?seq=1#page_scan_tab_contents. This is much more in line with my particular studies, and thus might know a bit more about this aspect of things. It's very good though, and talks about the state system and describes the expanding role of monarchical administrations and the goals of those monarchs.

It's incredibly well constructed. You may want to check out this. They're essentially designed as a "first port of call" for research. The early modern one will have a very ample bibliography and point you to specific works that would be in line with what you're interested in.
