Muammar Qaddafi often insisted that because in Libyan's "utopian society", the people ruled, so he did not need a grand title.

He would write:

Parliaments have been a legal barrier between the people and the exercise of authority, excluding the masses from meaningful politics and monopolizing sovereignty in their place. People are left with only a facade of democracy, manifested in long queues to cast their election ballots.

Qaddafi also wrote:

People’s Committees will eventually take their final shape in the General People’s Congress, which brings together the Secretariats of the Popular Conferences and People’s Committees.

Essentially, giving himself bigger and grander titles did not serve a propaganda purpose within his claimed aim of an egalitarian society. Giving himself higher titles would go against the idea of a non-elite, people-led country. In fact, although he was popularly referred to as a Colonel in media until the end, his official title morphed to "Brotherly Leader and Guide of the Revolution", which, while BS based on his brutal government and decided lack of direct democracy, sounds a lot more like "another one of the guys", for lack of a better term.
