I'm not aware of any such widespread anti-russian measures, however that does not mean they did not occur. In history it is extremely difficult to prove the absence of a thing happening no matter how complete our record. That said, it is important to note that the Red Scare of the 1950s was about the ideology of communism and the fear the agents of the Soviet Union acting out of ideological sympathy would infiltrate American society. That is to say, that the Red Scare was not racialized as anti-japanese sentiment was during World War II. Merely being of Japanese descent was enough to draw the suspicions of the American government on a vast and massive scale and that heritage was visible for anyone to see. Russian ancestry, to say nothing of communist sympathies, was invisible in predominantly white America in the mid-twentieth century.
