The Wikipedia page says the letters refer to traditional wind names. I did some googling and couldn't find the names of any winds that match the letters (or what I guess the letters to be since the writing is unusual to me)

They're simply the directions in (old) Spanish - norte (north), nordeste (northeast), leste (east, or really "the east), sueste (southeast, maybe mispelled, should it be sudeste?), sull (south), sudueste (southwest), oeste (west), noroeste (northwest). There are traditional ancient Greek names for the winds, but these aren't it, these are just directions.
