The volkswagen scheme is complicated because it was essentially a giant scam. It's likely that Hitler felt that car ownership was seen as a measure of technological advancement and that at that point only America has huge numbers of privately owned cars. For Nazi Germany to be the first European nation to really adopt the motor car in large numbers and have the infrastructure to support it was a sign of its superiority and advancement.

So from that point of view Hitler wants people to own a car to show that Nazi Germany is progressive, modern, advanced etc

However the actual project soon becomes a way for the government to make money, the idea is that everyone pays into the scheme and you get in the queue, when you've paid enough in and waited for production you get your new, German made, car.

No one ever gets one though, car production is halted for military needs and all the investment for making cars can now make war materials. So from that point of view Hitler wants Germans to want a car to fund further expansion of industry which can be used for expansion of the military.
