Like I said in this answer, Cixi was never really an opponent of economic, educational, military or administrative reform in themselves. Her one burst of obvious conservatism came in the wake of proposed political and ethnic reforms in 1898, where she did have a vested interest. So in fact the Dowager Empress was more than open to reform, except in terms of constitutionalising the monarchy or altering the existing ethnic balancing act.
