There seems to be an insinuation in this question, could you expand upon it? On the face of it, the answer is “by placing in the most events,” but that’s presumably not what you’re looking for. Are you under the impression Germany “unfairly” won in some fashion? In the previous summer olympics Germany placed in the top 10 and two prior it came in second. So the idea that Germany might place first isn’t completely uncredible.
