So for the German Army (including Luftwaffe ground divisions, but not air assets) I feel like the best easily available representation of this is the Count of Divisions by front available here

This shows a really rough estimate of how the split of forces between the fronts was, although it's not perfect by any means. Obviously not all divisions are equal, and not all German forces are contained within a divisional structure. Also Italian, Romanian, Finnish, etc forces are not included. Lastly Luftwaffe combat aircraft and Flak Battery dispositions are an important part of the picture not included, and these military assets were more likely to be allocated to face western forces than Wehrmacht divisions are, especially in 1943-5.

So to directly answer the question, from July 1944 (D-Day is in June) if we allocate Western, Africa(zero divisions but still), and Italy to the West, and Eastern, Finland, and South-Eastern, to the East, (leaving out Germany and Norway for various reasons) we've got about 55-60% of total forces in the East, and 34-37% in the West, or about 1.5 to 1.75x as many divisions in the East as the West.
